THE COMPANY

YCL Consult a practice of Professional Chartered Quantity Surveyor and Project Manager providing full range of quantity surveying and project management consultancy services to individual and corporate clients.

The company has the expertise to assist the Lender (Banker/ Finance Institutions) in the rehabilitation of problematic and abandoned projects. Also, to act as an intermediary between the parties to mediate claims dispute of any project development.

The company was established in January 2003 as a sole proprietor and is registered under the permission of the Board of Quantity Surveyors, Malaysia.

Our services

YCL Consult strives to provide two distinct services - Project Management and Quantity Surveying Services to individual and corporate clients.

In the capacity as Project Manager, the company becomes the client’s first point of contact. We conduct feasibility studies for our clients to facilitate their decision-making process and to draw out the project concepts and objectives, the specification and illustration of plans that includes the delineation of scope, budgeting, scheduling and setting performance requirements.

We are to assemble and lead a team of professional personnel that shares the vision and common objectives from a scheme's inception through to its completion. This includes the proper co-ordination and control of planning, design, supervising, contracting, project financial and construction management.

We work through our careful selection of project participants and our highest commitment and focused attention in implementing the project to ensure meeting the Client’s intended purposes.

As Quantity Surveyor, YCL Consult assumes responsibility for the financial planning and control of works. We provide accurate and effective cost budgeting and financial monitoring of the project keeping the costs and timescale under control. We shall lead other Consultants in the tender process and contract procurement; tender negotiation and award recommendation; assessment of works progresses & final account on completion.

The successful management of these services will ensure the viability of our client's intentions. The activities that we provide at each stage of the project are as below:

Project Inception Stage

  1. To involve with the Client as well as other project consultants to establish the concept and objectives for the development that includes the preparation of an outlined programme for the entire development [under project management services].
  2. Feasibility studies. Preparation of project proposals, setting of budgets including cash flows and profitability of the proposed development based on the sketch designs.
  3. Establishing progressive cost estimates and budget appraisals during the design development stage to ensure the proposed development is on budget. That includes costing various components within buildings and advising on modification in design to maintain budgetary limits.
  4. To lead and monitor the submission of plans (Layout plan & Building plans) to the relevant approving authorities to obtain statutory approval [under project management services].
  5. Preparing estimates in conjunction with other Consultants and reporting on costs of all components as a basis for construction control over the construction period.
  6. Advise on contractual arrangements and contract conditions.
  7. To assist the Client to apply bank loan facilities (if necessary) and to advise on the structure of loan facilities that matches the project’s cash flow [under project management services].

Tendering Stage

  1. Preparation of Bills of Quantities. Bills of Quantities can also be produced in individual trade packages for progressive sub-contract tendering where it is necessary to "fast-track" a project.
  2. To assist in outlining the specifications to match the project requirements.
  3. Advising on establishing tender procedures including suggestion of appropriate contracts.
  4. Evaluation of tenders when received. Comprehensive mathematical and technical check on Builder's tender and the priced Bill of Quantities.
  5. Negotiation with Builder on all matters related to on-costs and charges for use in the Contract.

Project During Construction Stage

  1. Advise, plan, organize and placement of construction teams [under project management services].
  2. Measuring and preparing statements of variation including pricing and negotiating rates with the Builder.
  3. Surveying works to assess value of work in progress, check Builder's claims and reporting variations for interim payments on account.
  4. Financial Statements giving current summaries of project cost.
  5. Budgetary Statements, comparison of actual to budget and predicted final cost.
  6. Preparation of detailed final accounts on completion of contract.
  7. Contractual related matters.

Estimation & Measurement Software- “CostX

CostX software has become an integral process of delivering our Quantity Surveying Services to Clients.

YCL Consult fully aware an accuracy of measurement is fundamental to our services and in addition, majority of the developers would have inclined to roll out Building Information Modelling [BIM] on all future projects and that is why we made the decision to switch to CostX.

The electronic takeoff and cost estimation are now been embedded into our delivery system from initial project conception through to final account. It is also an integral part of our quality policy in term of time saving in measurement and it enhances prompt delivery to our Clients.

SPECIAL SKILLS AND ADDITIONAL SERVICES – REVIVE PROBLEMATIC/ ABANDONED PROJECTS & DISPUTE SOLUTIONS

We also provide assistance on projects that have ‘gone wrong’.

We will act as an Independent Quantity Surveyor (IQS) to provide financial advice and/ or dispute solution to the Lender (Banker/ Finance Institutions), the Developer and the Contractor for any projects that are in financial and/ or contractual trouble.

The roles and functions, amongst others will consider the following;

  • conduct “post-mortem” study on the projects that trapped in ‘financial trouble’. The review of the ‘trouble’ projects also includes the sensitivity and scenario analysis which shall then determine and ascertain the need for additional funds, proposal on facilities restructure/ reschedule and the quantum required to completion.
  • act as mediator to resolve contractual and monetary dispute between the Developer and Contractors. Shall examine into the root of the problems and suggest fair solutions including payment proposal.
  • under the appointment of the Law Court to investigate and evaluate independently the monetary and claim dispute of construction works between the Plaintiff and the Defendant. This would involve strict compliance with the Court’s directive to investigate any technical impediments which may be entangled between the parties and to determine a fair quantum of payment. Produce independent and fair report to Court for consideration for the decision.
  • act as IQS to ascertain and certify the quantum of works completed on site for the Claimant or the Respondent for their adjudication proceedings.

About The Principal

The Principal, Sr. Yaw Chan Leong started his career in year 1992 and had since enjoyed challenging career development in the field of quantity surveying as well as in the financial sector.

He is a graduate from the Heriot-Watt University in the United Kingdom. He obtained his Degree in Bsc (Hons) in Building Economic and Quantity Surveying in year 1991 and later, completed his MBA (TQM) degree in year 1999. He is a registered member of the Board of Quantity Surveyors, Malaysia and the Royal Institution of Chartered Surveyors, United Kingdom.

Before joining the Financial Sector, he spent some 6 years in a Quantity Surveying Firm as a Senior QS performing the full range of QS duties, from estimating through to final accounts as well as the preparation, negotiation and agreement of claims.

He had a short stint with a Main Contractor as a Senior Manager and was responsible for the setting up of its branch office and spearheads the operations. The 2 years in the Construction Firm expanded the experience to construction procurements, work schedule planning, negotiation and agreement of contractual disputes.

Next, he decided to make a shift from the usual quantity surveying practice to the financial sector. During his 4 ½ years engagement with the Finance Company working as a Manager in the Head Office, he spearheads the Finance Company endeavour to establish quality loans and to rehabilitate the problematic projects. His key responsibilities were to conduct and to evaluate the projects’ viability for lending during loan processing and timely review of existing problematic projects to detect potential problems that will enable prompt actions to be taken to restructure/ reschedule the loan, to rectify and to prevent project abandon at site.

In January 2003, he formed YCL Consult, his own Quantity Surveying Practice. He is responsible for the overall management and development of the company including frontline coordination with clients as well as strategic development of the company.

It is a matter of choice that most Project Managers are from the Chartered Surveying profession than from any other and indeed the dominant surveying discipline is Quantity Surveying. This is due to the strong background experience that a Quantity Surveyor has in the financial management and contractual aspect of contracts.
